It has hardware ID ACPI\WCOM0033. But running the Wacom Feel driver installer would show "A supported tablet was not found on the system". The inf file inside Wacom Feel driver doesn't include this ID, and forcing device manager to load extracted driver also won't work.
Only with Wacom drivers can I set the functionality of stylus with side button.

The Samsung Notebook uses a Wacom EMR Digitizer - similar to the Galaxy Note devices. The driver you are trying to install is not meant for this hardware. This driver is for AES based devices. These are different technologies.

Get it. So why would normal wacom tablet drivers fail? Autodesk Sketchbook UWP doesn't have the ability to set pressure curve and there seems to be no softwares able to reset it. I have tried Black Ink's Curve Tool but it still requires a Wacom driver.

The Wacom driver is giving you an error message because it's not finding any compatible hardware. We don't know exactly how Samsung is implementing the pen function with the OS but they are not using our Wacom driver for Wacom branded products.
