AES pens are extremely inaccurate when hovering as can be seen on this example.
Sometimes it is takes literally minutes to resize spreadsheet column.

There is possible to change hover pooling rate (refresh rate) of AES pen to higher values (like when pen is in contact with screen)?
Even at the cost of battery life (both tablet and pen)?
With AES pens it is even not possible to hit proper menu item!
I bought and checked 3 AES pens with my Latitude 5285: Dell, HP and finally I bought Wacom Bamboo Ink - same massive inaccuracy when hovering and cursor jump when pen tip changes state from hovering to contact (in comparison to EMR which I used for decades).
Many times I aimed at "Rename" in menus when hovering, but when pen's tip gets contact and click it hit e.g. item below "Delete". <facepalm>
In this form this technology is completely disqualified in terms of precise human interaction with computers.
With Wacom Feel driver I really feel... like living in 80s and working with XT/AT PCs.
AES pens are useless at the moment in my opinion.
Maybe as a toy for kids in Microsoft Paint at best, but not in any serious work.
Any fix for this?

If you ask this question probably you didn't known what I wrote about (no offense! just pointing out that calibration pen have nothing to lower report/refresh rate and associated with it inaccuracy while hovering and moving pen).
To understand AES pen inferior accuracy you can watch this comparison (there is technology used in Surface Studio VS "sticky" Surface Book pointer - but Wacom's AES pens behave the same: "sticky" non-responsive and inaccurate pointer when hovering pen; but Wacom's EMR behaves like pointer in Surface Studio in this comparison: fast, vibrant and with pixel-perfect accuracy)

The stylus is the same between devices so the "lag" is not from the stylus but the sensor.
As to why the same pen behaves differently with the Surface Studio and Surface Pro I don't know. I don't know which AES versions are used with which sensor and how these sensors are integrated into the system over all. MS is not providing specific specs unfortunately. Perhaps it's better to check with them. I doubt this can be changed from registry. Perhaps some firmware update?
