Art Pen Rotation Issues

Hey everyone,
I am using a Wacom Art Pen so that I can rotate my stylus and have the brush tool rotate the same way. However, the results are wildly inconsistent. When moving my stylus across the Cintiq or tablet, the rotation settings freak the hell out and go haywire, rotating the brush tool in random directions during the stroke, despite me holding the stylus in a fixed position while gliding across the surface of my tablet. Some directions are worse than others (dragging from bottom to top is absurdly broken), but all directions do it to an extent.

Yes, the drivers are up to date. Yes, it does this issue with other versions of photoshop. And yes, the Wacom diagnostics panel shows the rotation value freaking out when moving across the surface.
Is this normal for all Art Pens? Or is mine just broken? Is there maybe another solution? I'm using Windows.
